Anyone who has ever voted has had this experience:
You walk into your polling place on Election Day with your mind made up. You've got your favored candidates. You've read up on the referendum questions. You are anticipating no surprises.
But as you are making your selections, you find one of the questions particularly confusing. Despite your knowledge of the issue at hand, the wording makes it seem that a "yes" vote might in fact be needed to turn the matter aside. Or should you vote "no"?
Now imagine that you speak little or no English. That which was merely daunting would be instead impossible. You might even leave without having cast your ballot.
